You have to run the game in compatibility mode for Windows XP Service Pack 2, you need to enable this for dino.exe and launch.exe. If you get a DirectDraw error then you probably have the GOG version which is broken on Windows 10

The guy below you directed people to Rebirth, courtesy of the Apple of Eden website. It's a simple .dll file that gives DIno Crisis native Win 10 support, 16:9 ratio and 60fps along with some other perks. He/they have done similar work for Resident Evil 1 - 3 on PC. It's good stuff and better than dicking around with compatibly issues.

2- run luncher as administer also and install game and relevant directx.

100% unplayable
When i start it says "please reinstall or uninstall the game" couse of "date/bin.ini is missing"
but cant reinstall the game without any setup files..

I dont remember how to start it, but it not same other games. I only remember at this game to non-steam game in your Steam, then start it from that.
