I love AC, too, but I'm not sure about what you said... Drift21 is not really a simulator anyway.

Ah, you're right about that. When I wrote my comment, I focused on the driving part, not tuning. This game definitely has more tuning/customization options.
But well, since the driving experience is not as good, I prefer to focus on AC, though. I mean, I prefer a game with less tuning choices and realistic driving than the opposite. he he

any tips for setting up AC? ive downloaded it before but kept going back to pc2. the pirated versions of AC confuse me. Which one should I get?

I don't know an all-in-one setup for 1.16.4, so I use "https://cs.rin.ru/forum/viewtopic.php?f=10&t=63798&hilit=ASSETTO+CORSA" (downloaded from CS.RIN.RU), and then I downloaded some updates (1.16.3 and 1.16.4).
But Lordw007's repack is already good enough if you want an all-in-one solution.
Secondly, Otoha mentioned the https://acstuff.ru/app/, and definitely I recommend it. In fact, I'd say it's even necessary to really appreciate the game to its full value.
It does work with pirated version, but you need to buy it.
I forgot how much I paid for it, but it was extremely cheap. Something like 5 or $10, I guess...
In my opinion, the Content Manager is a big part of why AC is one of the best simulators at the moment. It really changes the experience.
Definitely, PC2 is simpler to install and just play right away, but in my opinion, it's not as realistic. (by the way, have you tried https://igg-games.com/project-cars-3-free-960422290-download.html?)
You do have a very nice alternative which is easy to setup, in my opinion : https://igg-games.com/automobilista-2-free-download.html.
Some people argue the physics are even more realistic than AC, and frankly, some cars do feel better. Very very impressive game.
But graphics are not as good as the other games mentioned.
Still a must-have for any realistic racing game fan!
Finally, you really really want to install the weather mod "https://www.racedepartment.com/downloads/sol.24914/", which drastically improves the weather/lighting, and add rain, etc.
With this, you already have a great setup and you can start downloading tracks and cars. (or have fun with what's already in-game)
Can't really help you with wheel or gamepad settings, it depends on your preferences... You can find lots of tutorials online about this.

The least you need is version 1.16.4, and if you want to play mods, Porsche Packs (all 3 of them) and Japanese Pack are needed for some mods.
Not sure if Content Manager works with pirated version, though. I own the game and all the DLC.
